Is kidnapping in south east better than violence in north eastern Nigeria?

When i think about the violence in north eastern states of Nigeria like Yobe, Borno and others with all the merciless killings by Boko haram, I tend to think that kidnapping and crime which happen in south eastern Nigeria is actually better. What do you think. At least for kidnapping, it doesn't happen all the time and mostly the rich are targeted but in north eastern Nigeria, no one is safe.
